Now who is to blame here? Is it anyone's fault?

How about...

A) The trash company who operate to the barest minimum of standards?
B) Dog owners whose unleashed dogs knock over the trash cans?
C) Landlords who don't care about anything except collecting their rent money on the first of every month?
D) Tenants who create the trash?
E) Politicians who just attend functions and who only care about re-election?

Obviously if you answered A, B, C, D and E, you would be correct.
